Understanding publication coverage
A city/category pair needs at least three eligible dishes across at least two distinct eligible restaurants. The threshold is calculated from canonical dish and restaurant identities, not broad source categories.
Why this matters
Thin categories return an honest empty state. They never borrow dishes, restaurants, images, or scores from another city or category.
